It took an expert to tell me the genus on this one, but even he can't tell whether it is A. querci or A. helena, both of which occur on oaks in your part of the country. I'm guessing it's A. helena, which has a slightly higher front to the crest. But to be sure, try and find some adults for us.

The tube at the tip of the abdomen is characteristic of treehoppers, but its length is unusual in this genus. You have only one species in your area. Was this nymph on oak?

 
It was on
ash or elm. I have a hard time telling them apart.

ash or elm or oak?
Elm leaves look nothing like ash leaves. Elm leaf edges are jagged, with each tooth having a smaller tooth; and the leaf base is asymmetric, with a larger lobe on just one side. In addition, each elm leaf comes off the stem separately, whereas ash leaves are smooth-edged and in clusters of 5-9 leaflets on a common stem.

If the leaves are separate, symmetric, coarsely toothed with spine tips to each tooth, then the tree is probably a red oak.

 
Probably elm
the leaf was shaped somewhat like a football, and the edges were jagged. It definately wasn't an oak.
