Lestes congener
Looks like Lestes congener to me: slaty gray thorax with very thin humeral stripes, pruinescence at the end of the abdomen limited largely to S9 and S10, and paraprocts look short.

I "think" this is Lestes unguiculatus...
A Lyre-tipped Spreadwing, but could you include a close-up of the tail end of the beastie to confirm a bit better? I am trying to see this feature, i.e. the shape of the claspers:

But I can't be sure, as I can't see that shape at this angle. For now I am moving it to the genus and hopefully someone with more knowledge than I on the species from Utah will help narrow it down further.
