Pretty sure it's a sphecid wasp. I think it may be family Crabrionidae, subfamily Bembecinae and just maybe, genus Bicyrtes. I'm no entomologist so I would appreciate comments from more expert people.

A challenging angle...
Those silver bands make me think of Tachytes:



However, that's strictly a guess on my part, and could be way off. The experts may be able to give you something more definitive, so stay tuned.
