Could be
Looking in Ron Russo's Field Guide to Plant Galls of California and Other Western States he lists Aculops toxicophagus as a gall maker on poison oak which he has an illustration that shows little fuzzy galls like this which he says are often red. I haven't found much online and bugguide doesn't seem to include this species yet...

Aculops toxicophagus...
is considered a synonym of
Aculops rhois
, at least according to the taxonomy followed on BugGuide.
