You have got
a new species for the Bugguide. It is Tipula (Nobilotipula) collaris . A new page is set here for it. The slightly gray color on the first abdominal segment separates it from its related species Tipula. nobilis. Nice image. - Chen

I took about 2 dozen pictures of this female, but with her constant bouncing up and down in the sand, the only full dorsal shot I got wasn't quite in focus.

 
My mistake!
Thanks Tom for adding the additional images to show the ovipositor of this crane fly. The pointed ovipositor proves that this female is not a Tipula collaris, istead it is a Nephrotoma pedunculata . Both species have similar coloration, but female Tipula collaris has blunt ovipositor. The other character to separate these two species is the Rs is very short in genus Nephrotoma, but slightly longer in Tipula collaris. - Chen
