Hard to say, but I think these cortorted structures are at least sometimes caused by the cecidomyiid midge Asphondylia solidaginis's "leaf-snap" galls, galls that stick multiple leaves together as though spot-welded.

More detailed images are needed to tell what's going on with these goldenrod rosette galls, but this is probably the work of a cecidomyiid.
