Forest tent?
Looks like a forest tent caterpillar to me, seems like many of the hairs are broken but the stripes are consistent with a forest tent caterpillar. I'm no expert though.

Do you have any more images of this?
It is interesting with that lower skirt of hairs. Malacosoma, Acronicta, and Catocala have that, but this doesn't seem to be any of those. Most interesting!
