Found this fly sitting on some bushes.

It is a bibionid fly or march
It is a bibionid fly or march fly, belonging to the genus Bibio (Diptera: Bibionidae). I do not know American species, though.

Male march fly
You can tell it is a male by the holoptic eyes (compound eyes meet at the top of the head). Females look radically different with very small heads in proportion to their bodies.
