This male was moving accross a sparcely vegetated sandpit like a spider wasp, flying a few inches, then running a bit.
There were lots of these females in the same area, perhaps they're the same species.

Dasymutilla
These are defintely Dasymutilla, the male and female are probably the same species, but it is impossible to tell without the specimen. These are either D. vesta or D. nigripes, based on coloration and locality.
