The galls (not including red part on leaf) were probably around 5mm. Would a photo of the entire leaf help? I still have those photos.

Host plant...
...appears to be Northern Pin Oak (Quercus ellipsoidalsis), although it might be a shade leaf of Northern Red Oak (Q. rubra). Both are in the "red oak" group.

 
Black Oak
I have re-examined this photo and now suspect these to be shade leaves of Black Oak (Quercus velutina).
