Not mourning cloak, certainly - the spines are wrong and it doesn't have the red blotches along the back.

Thorax and abdomen densely flecked with white dots (1) - check. Not in the range for Hemileuca nevadensis or H.lucina, I think. I'll go along with H. maia for the ID. I'm flattered you defer to me since I think you guys are really stronger than me on the caterpillars.
