I thought maybe this was some sort of Ichneumonidae, but I don't see an ovipositor just a very long abdomen. Could it be a fly? This pic was sent to me, and I can't tell if there's one pair of wings or two.

Hmm...
Could you give us a date on this photo? This is a Pelecinid Wasp, the only species in it's genus in North America. It's most certainly a member of Ichneumonidae.
