Shield bug? - Oiceoptoma noveboracense

Size: 1/2 inch
I found this guy/girl perched on my tall phlox just after a rain shower. It looks similar to a firefly look a like but the body isn't elongate as it is wide.
Is this some type of shield bug?
Any info would be great and as always many thanks !
