From the BugGuide gathering, I believe this is Euaresta festiva.

Euaresta bella
It looks more like E. bella (Loew).

Actually, I see the USDA page for Euaresta festiva says the thorax color should be yellow, as opposed to "dark brown to black" for other Euaresta. Moving off the E. festiva page for now.
