This is a ichneumon wasp. It's a female. Look at it's abdomen and you'll see the ovipositor ( egg laying tube ) sticking out of it.

Others have suggested this is a female Tremex columba - Pigeon horntail. I think this is correct. I looked up information on ichneumon wasps; they have much longer ovipositors, and mostly clear wings.
