There were many colonies stretched between coyote brush. This spider was out working on the tangle portion of the web. I couldn't get a dorsal shot.

No dorsal!
Interesting find. I think your county is supposed to have Metepeira crassipes, M. grandiosa, M. spinipes & M. ventura. Your spider looks pretty dark to me, which certainly might be what M. crassipes might look like, but the legs don't really look the same as the images we have in the guide. M. grandiosa is out (no sternal mark). M. spinipes is described as having legs yellowish, femora reddish brown distally, etc. It also says the the sternal white marks is usually posterior, but sometimes is extended & broken. I don't see the red on the femurs? I don't think the ventral white marks match M. ventura. either.

I guess it's just too tough to tell without both the dorsal & vental?
