This looks like
Chironomus atroviridis
(Townes 1945). The main difference is that Townes describes the abdomen as "blackish green, the basal part more or less green" without mentioning the pale rings. Those rings are present in some other pictures of this and a related species here, and in the European species for which this used to be mistaken, so I think that is within the acceptable variation.
The diagnostic feature is the pale line down the middle of the stripe on its back.
