Yes...
The literature maintains that the ovipositor is clearly exerted in females, though it may not always be long.
Chalcid wasp females can choose to fertilize or not to fertilize each egg they lay; unfertilized eggs will become males. Unfertilized females lay only male eggs; fertilized females lay either male or female eggs (females more often typically).

Torymid (male)...
If the individuals all look similar to these two images, then that's where I would leave them. You can see the enlarged hind coxae in the lateral view, which along with the wing venation, coloration, and distinct parapsidal sutures, points to this group.
