Net winged beetle
Looks like one of the net winged beetles from the family ( Lycidae ). I maybe wrong though. I think it is due to the structure of the wings and the flat segmented antenna.

 
No it's a cassidine, formerly hispine.
Stangely enough, lumped with to*rtoise beetles.
