The depressed abdomen, toothed hind femora, long ovipositor, and the inflated and twisted fore and mid tibia are characteristics of xoriids.

Parasitic wasp
This is a parasitic wasp belonging to the superfamily Ichneomonoidea. I cannot help much further other than pointing out that is has a very long ovipositor and thus may well be a parasitoid on wood or fruit inhabiting larvae.
