Moved from Flies.
It does look like the plant was Impatiens, and Phytoliriomyza melampyga mines are abundant in my backyard. Too bad I didn't get better photos.

Hard to tell, but I would say Agromyzidae, and the pale pattern suggests Phytoliriomyza melampyga. Is the plant Impatiens?
