Size: ~15mm
Too wet and cold to move, this one had to acquiesce to me taking its photo. I have a few other shots, including one that shows what I think is one of the halteres, but this is the best of the bunch.

Thick-headed Fly!
Excellent photo! This is one of the thick-headed flies, family Conopidae. Appears to belong to the genus Physocephala
though it can be extremely difficult to separate
Physocephala from Physoconops.
