I was wonder if this is a Long Legged Fly. He was very hard to photograph, very fast little guy!

This is a member of the genus Condylostylus

Yes
The family is thelong-legged flies (Dolichopodidae) but they're pretty hard to identify beyond that without a pretty good look.
