Found another BG image #317206 that looks similar (Calliopsis subalpina), but unlike my earlier C. subalpina, male which is dark.
Wing venation and red abdomen like that of Panurginae, Macrotera??

Cool find!
I've never seen anything like it! It doesn't look like Andrenidae because it lacks the deep grooves on the inside of the eyes. I wonder if it's Oreopasites or something similar. This image looks close except for the thickened antennae:
