Same as last year at this time the blooms of this wild perennial were covered with a hundred or more small beetles that look vaguely alleculine.

The plant looks like
Ceanothus americanus -- New Jersey tea, famous for attracting unusual insects, if that helps the search.??

It's not a woody-stemmed shrub but a low-growing perennial. Don Chandler did ID the critters.
