Does the clear forewing along
Does the clear forewing along the basal vein also apply to the males as well, and not just the females?

 
No
Per Townes & Townes (1960), in macrurus males there is a brown spot in the base of the marginal (radial of Townes) cell, but this is lacking in males of all the other Nearctic species. In greenei males, the hind femur is entirely light brown, which distinguishes it from the male of atrata in which the hind femur is partly black.
