This appears to be a mantid ootheca. I hope that it belongs to a native species. Size, about 20 mm. Eggs or larvae inside, about 3 mm.

Moved from Carolina Mantis. While the size is consistent with S. carolina, it is too damaged to be 100% certain. Mantids do not always make textbook, picture-perfect oothecae; they often lay them with the edges smeared/distorted. There are images of this in the guide.

Stagmomantis
This appears to be the ootheca of a stagmomantis species. In PA it would be S. carolina, unless someone introduced another species.
