Yup, it's a robber fly (Asilidae). The genus is Cerotainia, and the general white-hairiness suggests the species is albipilosa.

Yes, it is Diptera you can see the halteres (its the yellow white knoby thing) below the wing. I'm not really sure what kind of fly it is. It has some resemblance to a robber fly from the family Asilidae but that is strictly a guess.
