Confusing
The row of hairs on the mid tibia should either continue at the same spacing onto the mid basitarsus or stop. In your fly and another from Wisconsin the row continues with spacing more or less doubled.

 
Could it be brimleyi, furcatus, or longitalus?
On the info page for sipho group (Condylostylus sipho group), you wrote that brimleyi, furcatus, and longitalus do not have long rows of bristles of uniformly spaced bristles. Could it be one of these species? Or am I misunderstanding?

Bristles
Your fly has the row of bristles on the tibia. They are about as long as the diameter of the tibia.

 
Bristles
Since the spacing of the bristles is more or less doubled from the mid tibia to the mid basitarsus, does that mean that the spacing is not uniform?

 
Tentatively sipho
I have decided to call the species with sparse bristles on the mid basitarsus sipho. That's the closest match, and scaber and viridicoxa are more common to the south.

 
That's the problem
The bristles should continue in the same pattern or mostly disappear, not continue with greater spacing.
