insect active in the snow - Chionea

insect active in the snow - Chionea
Tomahawk, Oneida County, Wisconsin, USA
February 14, 2012
Size: about 2 cm?
This insect surprised me this week - I found it walking on the surface on the snow on a below-freezing day. Is it anything special, being active in winter?

Moved from ID Request.

Crane Fly, I think
Maybe something in/near Chionea:

thanks!
Thanks! I did notice the halteres and figured it might be a fly, but I'd never heard of a wingless fly before. What an odd critter.
