This is a Sphecid wasp, genus Bembix or related, not a bee.

As you can tell, I'm just a beginner at insect identifying, which is why I think bugguide.net is so great. I moved my image into the Bembix genus.

 
Female.
I can even see she is a female: the 'tarsal rake' on her front leg gives her away.
