also resembles Tibicen pronotalis - "Walker's Cicada", I looked through 100 of them and that's the best I can come up with!

Thats great! You are very welcome. To add to the find, my location was on a small sand-bar on the Saline River. It was perched on a bush of some kind. Knowing that it is the first for AR, I will do my up most to take more pictures of them in the future.

Sounds like the spot where you found this cicada is perfect habitat for this species! ... rivers, creeks, washes..etc. Check to see if willows and/or cottonwoods (often both appear as scrubby shrubs) are nearby. This species seems abundant around those trees in particular.

 
I figured I had a better pict
I figured I had a better picture of it on the bush it was perched on, so I looked for THREE hours last night and could not find it. Though I did discover that I had posted it on Facebook(which is where I got this picture)and it showed that I was wrong on my DATE of 04/26/2011. I changed the date to when I had posted it on Facebook 08/26/2010. I apologize for the mistake.

I'd say Walker's Cicada
Whatever it is, I am preety sure its not dog-day. Compare the pattern near the head.

 
Good call - "Walker's Cicada"
Tibicen species can be VERY difficult to id based on pic's; however, location and characteristics can be very helpful.

In this case, "pronotalis" is one of the more distinct members of the Genus and usually easily recognized by size, coloration and pattern (much larger and "less variable" in traits than is the more northern canicularis).
