Toxomerus or something else?
These flies cannot be Toxomerus. The female of the genus Toxomerus has a black band on the posterior femur that is absent in this one. Also the male posterior femur should be a little thicker and darker and the tibia arched. See: http://digital.library.okstate.edu/oas/oas_pdf/v56/p75_94.pdf

This is a female Toxomerus marginatus according to Dr Thompson (Smithsonian) the key cited above, http://digital.library.okstate.edu/oas/oas_pdf/v56/p75_94.pdf, is obsolete, so ignore the previous coment.
