Is it a sawfly larva? or something else? Either way, it's a big pest to the roses in my garden.

It also looks like Cranshaw's photo of Pristophora aquiligae, the Columbine Sawfly, in "Garden Insects of North America" p. 78 (1). which he states "lives in the Rocky Mountain region and some eastern states"...it may be worth exploring...

Yes, way too many sets of prolegs to be a lepidopteran. We googled sawfly and rose and found this. It might be a start
