Very very bad photo, but the markings look distinct. Found on Bicolor Iris. Something like
Scaphoideus
? I will look out for adults...

Scaphoideus nymph
There are no species of Scaphoideus native to CA!
This must have been accidentally introduced. It looks similar to the nymph #146713 photographed in NJ.

Very interesting!
Inspires me to keep a close eye on this plant for adults or more nymphs. Hopefully this sighting wasn't just a fluke. Thanks for the ID and info.
