Latalus ocellaris
If this identification is correct, this is the first time this European species has been introduced to the west coast of North America. Can you find a specimen of this grass-feeding insect to confirm this record?

Thanks again for your help with all of these.
Will try to find a specimen of this for you this summer.

Sweep-netting works great for hoppers.
I built a big sweep net using a large fish landing net that I removed the fish net from and replaced with a sheer curtain panel that I bought a pair of at Walmart. I sewed and fabric-glued it into a cone shape and covered the rim with a heavy nylon fabric to protect it where it would receive the most wear. (I temporarily took the landing net frame apart so I could thread the sheer panel over it.)

By keeping the net in constant motion as I sweep back and forth through the grass and weeds and low tree boughs, etc.(more of a figure-8 motion actually) any captives are held inside the net by wind pressure and centrifugal force.

Once collecting a big wad of flowers, leaves, seeds, twigs, and insects I like to dump them into a white bucket and collect what I want from those crawling up the bucket sides.

Here's me with the sweep net in Ecuador:
