Kathy Biggs lists
Amphiagrion abbreviatum, Western Red Damsel as the only Amphiagrion in California. Here is an image much like yours, but with less black. We'll see what we can find about how much black they can have.
Yes, the description here at the top of the list of species seems to fit very well.
