Blue Dasher here. The eyes would never meet on top of the head in the Gomphidae. They are an ancient family of dragonflies. Check out Troy's Dasher in the guide

Dusky Clubtail? Gomphus spicatus
See page 70, plate 8 in Dragonflies through binoculars. Books map doesn't show this species extending into VA much, though. Do you have a shot from another angle?
