Pretty sure she is extending her ovipositor. Try genus Xylotrechus for this one.

Thank you, Eric. Looks like this is the closest match going by images and descriptions in Yanega's Field Guide to Northeastern Longhorned Beetles. It looks like a closer match to Yanega than Crystal's photo of this species, although hers closely resembles an image from the Smithsonian Institution.
