Thought so! You apparently were seeing gall midge larvae in the process of forming their galls.

Do you have any other shots of this?
It looks to me like it's part of the leaf--a gall that likely shows up as a bump on the underside of the leaf.

Sadly no, there were 3 of them on the leaf & they were crawling when I lifted the leaf to take the macro shot. I went back the next day to try for better pics & couldn't find them but there were 3 tiny red bumps on the leaf that looked like they may be closed over cocoons.
You can also just make out antennae if you look closely!
