Yes, she's the queen.
The others are tending to her eggs.
It would be helpful if you would include more information such as the size of the ants and the type of habitat they are living in.

They were on the underside of
They were on the underside of a small flat rock in the leaves beside the street sort of a wooded area..size..really small..maybe a 1 mm for the workers-I had not noticed the big one until I looked at the photos.
