I believe you were right the first time, Tom. T. femoratus
For three reasons:
1. Red femur
2. Hairyness
3. Small spots near end of elytra
I've shot a lot of T. basalis recently, and yours does look different.

Looks like T. basalis
of the three CA spp., this looks like
basalis
(find basalis in the list and hit 'SP' to see picture and info) to me.
