Tribe Bembecini (Nyssoninae) - male
That's the first time I see such a dark species in this group. This could well be a true Bembix sp., but I've no conclusive proof since neither face nor underside of gaster are visible.

 
Bembix amoena?
I would venture this is Bembix amoena. Individuals are rather large for Bembix, and the usual pale markings are often wanting, though this example seems an extreme case!
