White-shouldered beach fly - Thambemyia borealis

This white-shouldered, white-mouthed fly was found on the beach on and around washed-ashore giant kelp, one of around 5 or more fly species present. Long-legged, but was not scared of my flash like other long-legged flies, and matches no long-legged flies in the guide so perhaps a different family. Looks distinct enough to ID.
