Size: about 1.3 cm
So far, I can't decide if this is a fly or a wasp. It escaped after this photo, before I could verify how many wings it has.

Ancistrocerus tuberculocephalus - male
A solitary Vespid wasp (subfamily Eumeninae). Thus, there were doubtless four wings ;-).
