I changed my mind because I see this ovipositor architecture in some Cremastinae, and I don't think this can be anything else.

It has been rejected as a braconid. The apparent lateral compression of the metasoma and the shape of the head seem to suggest Cremastinae, but I just can't see the petiole well enough to be sure.

That is a neat critter. I'd like it to be an ichneumonid, but I have to suspect that the shape of the ovipositor indicates Braconidae. I'll hope to get an opinion from a braconid specialist.
