It's a butterfly and with those
bright metallic-looking lines along the outer edge, we would say it's one of the metalmarks. You can look at images in the guide here while you wait for a butterfly expert to give you a firm ID.

I think your bug is a Metalmark (butterfly), not a moth. (They have very moth like behavior, it is true). There's something like 4 genera in the family and I don't know what you could expect in California.
