Prodoxidae
Something near Greya piperella, as seen here. Spot placement is similar; I don't know enough about this group to be able to say whether the greater extent of black markings on your moth than in the example in the linked photo is within the realm of intraspecific variation for G. piperella or if it indicates a different, related species.

 
Greya punctiferella
Good tag to genus Terry (Thanks). From D. Davis Greya and Tetragema Smithsonian Pub (524) this specimen matches wing pattern, distribution, and phenology with Greya punctiferella (Wals.). Will dissect to confirm.
