Is this Harmonia axyridis? If not, what is it, please?

yes, teneral H. axyridis
This is the color they are when they come out of the pupa - I've reared many of them. It may or may not darken significantly or develop spots. The head and pronotum are typical of H. axyridis and for me, the body shape is the clincher - "square shouldered" and explanate (flared around the "rim").

I would agree.
The spots and spotting patterns are very variable. I think the pronotum on this one gives it away. It is possible that this is a spotless adult but it may also be teneral.
