I have no idea what's going on here. I don't know if there is a time when females are "in heat," because it seemed a similar scenario to a dog sniffing.

looks like Selenophorus sp.
probably a random gathering at the light. it happens. several carabids (esp. Brachinus and Chlaenius) are aggregatory so that may be what's going on here, too.
